This seeks to help non-profit groups get free cargo transportation on U.S. Military transport planes to send humanitarian goods and equipment to countries in need.  Because it's done on a space available basis, one may have to wait significantly longer than with regular commercial transportation.  Because of possible delays, it may be better to use this for things other than medicines with expiration dates.  Large items, such as an EMS vehicle, could go this way.  The sender must get the goods to an U.S. military air base and be responsible for them after they arrive overseas.
Currently they service Bolivia, Dominican Republic, El Salvador, Honduras, and Nicaragua.  When the war in Afghanistan is over, they probably will expand elsewhere.
